In ensuring improved service delivery in the country, NWASCO has had to address a number of issues - one of which has been to elaborate the Water policy and Water supply and Sanitation Act 1997 in form of guidelines for the service providers to follow.
Since its establishment in 2000, NWASCO embarked on the formulation of guidelines on which the performance of both the commercialised and uncommercialised water utilities can be measured.
The law stipulates that every service provider obtains a licence from NWASCO, and procedure is that the application for a licence be accompanied by documents such as a Business Plan, Financial Projections of the company, Investment Plan, copy of the legal standing of the provider etc. The guidelines are therefore, there to help ensure the utilities meet the standards which the regulator has set and the requirements of the law. The regulator has also elaborated other documents to guide providers in abiding by the Water Supply and Sanitation Act 1997 thereby meeting the water needs of the people of Zambia.
These guidelines assist the utilities operate within the framework of the Water Supply and Sanitation Act, 1997 which obliges them to provide quality and sustainable service to consumers. The regulator then monitors these utilities to check if they are conforming to the approved standards.
