NWASCO ISSUES DIRECTIVES TO CHAMBESHI WATER SUPPLY AND SANITATION COMPANY FOR NON-COMPLIANCE TO LICENCE CONDITIONS
LUSAKA- 17thJanuary, 2024 The National Water Supply and Sanitation Council has issued directives to Chambeshi Water Supply and Sanitation Company over the continuous non-compliance to directives issued over the past 2 years.
The areas of non-compliance pertain to unbilled customer accounts, erroneous billing of some customer accounts, poor kiosk management, non-adherence to water quality monitoring guidelines and poor debt management.
Despite commitments and assurances by the Commercial Utility to remedy the areas of concern, our Regulation by Incentives (RBI) audit undertaken in November 2023 revealed that the highlighted issues have remained unresolved.
According to Section 16 (c) of the Water Supply and Sanitation Act, No.28 of 1997 (as amended by Act No. 10 of 2005), compliance to duly issued directives is a mandatory requirement for operational licencing. If contravened, a suspension or cancellation of a licence may be invoked.
With the foregoing, NWASCO has therefore directed the Chambeshi Water Supply and Sanitation Company to submit a detailed and time bound action plan on how it will conclusively address all the outstanding directives within 14 days of receipt of the directive.
NWASCO will keenly monitor this directive and ensure that action is taken as stipulated.
