Since the reformation of the Water Supply and Sanitation sector in Zambia, there has been little investment made towards enhancing skills development in Sector. This has resulted in the sector facing many challenges, and in response, a Skills Advisory Group in Water Supply and Sanitation (SAG - WSS) was formed.

SAG - WSS was formed in 2020 and is a government-driven multi-faceted steering committee. This committee is aimed at bringing the water and sanitation employers, employees, and skills providers together to exchange knowledge on skills and labour market needs.  This will lead to improved WSS sector’s skills demand and skills supply interface in a sustainable manner.

Functions

  • Ensuring coordinated implementation of TEVET programmes and projects in the Water Supply and Sanitation Sector.
  • Monitoring and evaluating performance of the skills development for TEVET programmes and projects in the sector.
  • Coordinate internship programmes students from TEVET and other institutions.


Roles And Responsibilities

  • Promote WSS sector skills excellence standards and careers through mechanisms that will include: Centres of Excellence, Career Clubs, Skills competitions and Skills shows.
  • Establish an incentive system (e.g. competition, gender initiatives, tracer mechanism for alumni) for continued participation of the alumni.
  • Mobilize funding and make investment decisions for water and sanitation skills development provision for TEVET programmes.
  • Act as co-ordinator of water supply and sanitation skills providers at TEVET level.

Activities

  • Information sharing and consultation building on policy, strategic and technical issues concerning development in the Water Supply and Sanitation sector.
  • Guest talks in learning Institutions.
  • Supporting students in technical fields for internship in the Water Supply and Sanitation Sector (Commercial Water Utilities, regulatory bodies, private sector and relevant government ministries).
  • Awarding best performing females in Water Sanitation and Hygiene (WASH) Plumbing and Electrical courses.

PS Ministry of Water Development Sanitation and Environmental Protection launches Skills Advisory Group

Skills Advisory Group for Water Supply and Sanitation sector launched by Permanent Secretary, Ministry of Water Development Sanitation and Environmental Protection, Mr. Mabvuto Sakala.  The SAG which was created to assist in identifying and finding solutions to skills gaps in the water supply and sanitation sector will perform the following functions:

  1. Ensuring coordinated implementation of TEVET programmes and projects in the Water Supply and Sanitation Sector
  2. Monitoring and evaluating performance of the skills development for TEVET programmes and projects in the sector
  3. Coordinate internship programmes students from TEVET and other institutions
  4. Support development of in-service modular training courses for the Water and Sanitation employees
  5. Information sharing and consultation building on policy, strategic and technical issues concerning development in the water supply and sanitation sector
  6. Increase awareness on promotion of women participation in Water Supply and Sanitation courses; and
  7. Bring water and sanitation employers, employees and skills providers together to pool knowledge on skills and labour market needs.
