Monitoring

The Water Supply and Sanitation Act No. 28 of 1997 in part VI section 34(1) provides for NWASCO to carry out inspections on premises and records of providers to ensure that the provisions of the Act are being complied with. Routine inspections are ordinarily carried out once every year on all providers. Spot checks are also carried out for data verification purposes or in response to any arising issues regarding service delivery.

Performance Reporting

The structure of the water and sanitation industry is that of a natural monopoly hence the absence of market competition. NWASCO, through regulation, seeks to emulate the effects of competition and thereby improving service delivery. One method of doing this is through comparisons, whereby the performance of different providers can be measured against each other and against set benchmarks.

In line with its mandate to inform the public on WSS issues, NWASCO publishes an annual sector report on the performance and status of the sector. The sector report also highlights the performance of providers against set sector benchmarks derived from the Minimum Service Levels guidelines. Benchmarking induces competition among Commercial Utilities by motivating them to improve its own previous performance as well as outperform the others. Nine benchmarks have been set for major indicators as follows:
